In a processor you should look for the following: cache, front side bus speed. I think a good CPU should have at least 800mhz fsb.
You should not look at the GHz too much because a 3 ghz pentium 4 may not be faster than a 2.3 ghz core duo cpu.
I would also suggest you look at the number of cores. Dual core processors are much more efficient and faster than single core.
GHz is not a measure of speed. To compare the speeds of different CPUs you should search for benchmarks because that gives you real performance.

Look for a lot of Ghz front a lot of mhz for the frontside bus and a close to 2mb L2 cache. If i were you I'd wait till the end of the month when Intel releases its Core Duo processors. They are going to be much faster than current processors.

It all depends on what you plan to do and how much you can afford. If you are looking at upgrading your existing processor make sure it is compatible with your system and get the best upgrade you can afford.

If this is for a custom build well then you have a lot of research to do. Check out these sites for reviews and recommendations.

Bus Speed, the processing speed, and something that's compatible to your motherboard's BIOS I believe are some good things to think about, even though it's been a bit since I had to get in and do that stuff.

Speed (and to a minor extent, power). Your computer can cost you over $1K in electric billing.

Anyways, like what one of the guys above said. Check Tomshardware or Anandtech.
