Can I make MIDI or Wav files on my computer into cell phone ringtones?

I want to know if there is any way to send a music or sound file from my computer to my cell in a way that will make it function as a ringtone. Thanks!

unless you have a ringtone composer like on the nokia 1100 you can just type the notes in on the composer and save. Otherwise you will have to get a USB connectivity cable like I did they work just fine... for nokias anyway the ca-42 data cable from vavolo.com

There is no way to do that, it's a copyright violation. Depends on what you send to the cellphone, which anyways you won't be able to.
