Nerves, shyness, any number of things. They may be introverts who are just comfortable in a one on one situation. Nothing wrong with that.. people who are the life of the party might be unable to sustain a a close friendship with one person.
We are who we are, everyone has something to offer and is unique in their own way.

being one of those types, there are a number of reasons, fear of being ignored or laughed at, nervousness, like someone else said, some people just do not function well in crowds. Sometimes they detect an antagonistic or hostile vibe from someone. It could also be your actions towards them. Do you talk over what they are trying to say or ignore them. Some quiet people just like to listen as well. Next time ask them a question in the group that requires more than a yes or no answer and see what happens, BUT be sure to listen to the answer

Because we don't like to make a big show out of a relationship. My relationship isn't for the whole world to see. I think that the people who like to hang all over each other in public just strive to be the center of attention.

Some people actually have specific shynesses. Just like some can be social butterflys in public, but not be able to speak (like a speech) in public.

not all people wanted to be seen or heard by others especially if it involves intimacy..
besides, it's human decency. they don't want to be labeled as exhibitionist or something..
