Make sure that your computer has current and up-to-date protection in the form of anti-virus software, anti-spyware software, and a firewall.
For HOME use, I suggest AVG anti-virus, Spybot Search & Destroy, and ZoneAlarm.
After installing the software, do a spyware scan and a virus scan to make reasonably sure your system is clean. Correct any issues that need to be corrected.
Whenever possible, view sites using Mozilla, Firefox, or perhaps Opera. They tend to be less prone to picking things up during browsing than Internet Explorer does.
Nothing is ever perfect, but these measures will help. (By the way, the tabbed browsing in Mozilla, Firefox, and Opera is awesome! Especially if you do a lot of searching and want to keep track of your original search page while opening links to sites you want to check out.)

Be sure to have at least one good antivirus software active, such as Grisoft's AVG and make sure its regularly updated. Also get a couple stand alone spyware scanners such as ad-aware or spybot to get rid of some malicious software that couldve been remotely downloaded to your computer. Finally, you can clear out privacy related content (like cookies and web history) with stuff like CCleaner(crap cleaner) and Privacy Mantra.
Pretty much any of that software can be found for free. It can also be worthwhile to actually pay for antivirus such as Norton, but you only really need one running at a time.

You did say "safest"......
Download and burn the CD version of Knoppix. It is a complete version of Linux that runs entirely from the CD. It doesn't care if you have an hard drive or not. Set up your BIOS to boot from CD and boot to the Knoppix disk. It will bring up a Knoppix desktop complete with games. browser, CD burning software, more stuff than you will ever use.
Open a browser, go to your site. When you're done, just turn off the computer. There are no open files to corrupt, no hard drive to screw up, no saved files, no bookmarks, no history files, no swap files, no cache, no cookies, no..... no Nothing! Just a CD you burned earlier. If you're really really paranoid, you can physically remove your hard drive before you boot Knoppix. Knoppix lives entirely in RAM and the CD. The more RAM you have the happier it is and the faster it runs. When you power off the system, EVERYTHING in RAM is gone!
Reconnect your drive (if you really were that paranoid) boot off of it, and you can go back to your former Winders or whatever.
Knoppix finds my overclocked CPU, overclocked RAM, onboard dual NICs, onboard sound, dual SCSI cards, overclocked video card, etc, etc, and loads it's own drivers for them, runs down the lan to the router and puts me on the internet; no muss, no fuss.
Knoppix is free, doesn't know your name, has no registration/authentication/crap.
