How do you know that b and c is lesser than 5?
b could be 20 and c could be 50 so give me a little more info on the problem.

If b=4, c= 0; b+c= 4

If b=9, c=7, b+c=16

if a= 5 then b= 6
if b=6 then c=7, ok?

Therefore, b+c= 6+7= 13

NB: m value is unnecessary.
