For the score, put a point weight system into operation.
For example let:
Perfect = 4 Points.
Great = 3 Points.
Good = 2 Points.
Almost = 1 Point.

Now the results.

Dell.
(143x4) + (142x3) + (2x2) + (2x1) = 1004

Josh.
(288x4) + (1x3) + (0x2) + (0x1) = 1155

Sean.
(236x4) + (49x3) + (4x2) + (0x1) = 1099

According to this point system Josh scored the highest mark. Your first question is unclear.
