An old chap I know, when he comes back from getting his pension pats children on the head and gives them a sweet. Why hasn't he been arrested?

Maybe because he hasn't broken the law?

As another old codger I sometimes think similarly but I do not buy sweets for children, pat them on the head or even speak to them if it can be avoided. In fact, nowadays I do not think I would even help a child in distress unless the problem was extremely serious. Who's to blame? I say society (western that is). In my childhood it was perfectly normal to be addressed by adults but no longer. The police, educationalists and the ubiquitous PC crowd have put paid to that. Do not speak to strangers!! This is their clarion call and must be obeyed. I could go on for hours on this subject but will keep it down to 2 points. 1) Many famous books would have to be altered because some characters must be pervs. They speak to children. Tom Sawyer, Huckleberry Finn and Treasure Island are three to start with. 2) I do not believe that this society of ours is any worse than it was 100/200 years ago in relation to child abuse. In fact it is probably better. One of the main reasons for outcry today is the speed news travels. Widespread abuse of children takes place say in Southampton and is known about in Aberdeen almost instantly and people there shudder. In the past they would never have known about it. It goes on ad infinitum. I've long ago given up

Patting a kid on the head and giving a treat is hardly child abuse. Cut the guy some slack. If you still feel uncomfortable, keep an eye on him, but as of now, it seems like he just likes kids.

Since children have it drummed into them not to accept sweets from strangers perhaps he is known to the children. Could be their grandfather, family friend or neighbour.

first of all, if your even just a little suspicious, observe this man closer and the kids he's giving candies to too. this may simply be an act of kindness or it may be something else. remember the old saying, never accept candies from starngers!

It's a gesture of his kindness. If he hasn't got anyone to give his money too, then in my opinion he is giving it to them to show he is a kind and considerate man. There is no harm being done.

you could call it "grooming " the child which means getting children to trust with the intention of abuse . but hes just probably being friendly and in his day and age that's how elders were with children . you can not get arrested for grooming unless its proved to be grooming . complicated isn't it .
i can see your point very well ..
