is anti-matter a balancing energy that keeps certain atomic particles from becoming to chaotic while atoms are being formed do they keep matter from bocoming to negatively charged why?how?

No to all of the above. First of all, all the atoms that exist (or rather, all the basic subatomic particles that exist) were created at the beginning of the universe. Antimatter is the same as traditional matter but with an opposite charge. In other words, you could theoretically have a 'you' and an 'antiyou' which are exactly the same except that the antiyou has negative protons and positive electrons. Normal atoms are already neutral, by having equal numbers of positive protons and negative electrons. However, if matter and antimatter get together, they will mutually destroy each other and release energy. They aren't any kind of balancing force.
