Most scanners give you the ability to save your scan as a file, and then save as a PDF.

For example, on my HP Scanner, I select "Save to file" and when the save dialog box comes up, I type the file name, and select "File Type" below, and PDF is listed in there.

If you want to create PDF's from documents you have created, http://cutepdf.com is a free program to use. There are no advanced features, if I am not mistaken. Just basic PDF printing.

Download Adobe Acrobat, and save a copy of your doc as a pdf.

get OpenOffice (as someone already suggested)

Or...

Find a program that is able to make .pdf files for free.
Those programs are usually marked as "freeware", so stay on the lookout and don't download any "shareware" or "trials".

a very cheap pdf maker can be bought at any office supply, or you can get adobe acrobat, but it may cost more.
