Start by clicking on the Address icon on your toolbar (or go to Tools-Address Book). From there, click on New, then New Group. Give the group a name and click Select Members. From there, your entire address book should be displayed. Move the ones you want in your group to the right window, and then click OK. This brings you back to the Group Properties page, where you can add a new member that isn't in your address book in the space below the Group Members box. Hitting OK from here brings you back to your address book. You can still add and delete from here by clicking and dragging to add or by right clicking (or selecting a bunch) and hitting Delete.
