Ok so you have fair skin but dark underarms. This may be caused by your shirts:
> Constant friction (rubbing them together with the body) especially in the underarm area may cause darkening. If your clothes are too tight - it may be better to get loose clothing this time.

If it is not with the clothes, it may be with your deodorant:
> Check if your deodorant has alcohol in its ingredients or anything you are allergic to. This is one cause of dark underarms.

Do not exfoliate the underarm area:
> Using scrubs or whatever rough thing at your underarm could cause it to become darker.

Other operations done to underarms:
> Hurting the skin of the underarms could cause it to become darker. For example is waxing and shaving. Though shaving may not hurt at times, it causes the pores to enlarge exposing the uppermost part of the hair-shaft giving it an illusion that it is darker.

If nothing works - ask your dermatologist for assistance.
