i found out that some people who asked their questions today can select their best answers BEFORE 24 hrs
wenever i ask a questions yahoo dont let me choose a best answer before 24 hrs
how come they let other users do that?
or is it ONLY TODAY?

It's new. They decided to change the rules hoping more people would vote best answer if they didn't have to wait a whole day. Now you can vote best answer after 4 hours. You can read about it by clicking Blog at the very top of your page.

nope, u r not the one. Actually, I ask a question today, n Yahoo let me choose best answer after 4 hours. I was also confused by that. But that works, coz I have chosen best answer couple of hour ago.
