I just moved back to my home state where you are required to have both a front and back license plate. Neither my previous state nor the state where I bought my vehicle from required a front plate so there is not plastic mount or anything already in place.

In order to get my car inspected here I have to have a front plate, and need to figure out how to set it up on a car that appears to have never had a front plate, preferably without having to drill in to the plastic of the bumper.

There are license plate holder kits that you can sometimes find at auto parts stores that have adhesive backings so that there is no drilling. Or if you really want it easy, and this depends on what state you are in, they may allow you to display it inside the front of your windshield, but that depends on the state you are in.

You can buy a bracket for the front of your car. Unfortunately some drilling through the bumper may be neccessary. Take you car to a dealership and ask to have one mounted. I had to do this with my Cavalier. It was bought in the state that I reside but the car was just not built stock w/ a mount. The dealership installed one for me. That may be better than trying self installation if you are not skilled to do this without error. You don't want to end up with 10 holes trying to align the thing.

The dealership can help you. autos regularly contain the hardware for mounting a the front plate at the same time as new. yet when the motorized vehicle became initially offered in a state that did not require a the front plate, this hardware became maximum likely lost.

You can go to an auto parts store in the area and purchase a plate holder. I don't know about the drilling part, they may have some that snap, I don't trust that though.

Any car dealer of the brand car you own will be able to help you. All cars have a bracket that mounts to the front bumper, usually from underneath.
