How can one get a guaranteed admissions to an ivy league with poor test scores, what do they base their decisions on?

Most ivy league schools look at test scores, regretfully. If you have a good GPA, and have letters of recommendation showing that you are a hard-working, motivated person who wants to learn at an ivy league school, that should balance things out. Many schools also have an entrance essay, stating why you want to go there, and what your plan for your future is.
Apply for many scholarships- ivy league looks good on a resume, but it costs. :)

Officially, no one can get a guaranteed admission to an Ivy League school regardless of their test scores. Unofficially, if they have famous and rich parents who went to one of the schools then they will have a better chance at that particular school than others.

I recommend getting your test scores up, making sure your grades are good and doing all sorts of extracurriculars. Moreover, you may want to consult some books on writing application essays. You may also want to contact the admissions offices of these schools to see if they could arrange an in-person interview with you and an alum in the region where you live.

Also, to address the previous commenter's note about cost, Ivy League schools have a LOT of financial aid to give out so cost won't be the biggest issue for most people who can get in.

forget the ivies...look at college of the holy cross in worcester massachusetts...an amazing school thats still on the rise in terms of national recognition. They don't require SAT scores to be sent...so if you apply and your GPA is good and some other stuff ;like extra currics, etc. etc. is okay then just don't send your "poor test scores"
