Why would he give them that choice??? Well if he did, hypothetically, probably sharks because the earth's surface is 95% water and so, more room for our population.

Harry Potter is not the best at Transfiguration, so he probably couldn't turn all the muggles into sharks or elephants anyway. He is also underage at the moment so he could no perform magic outside Hogwarts.

Harry Potter could give the choice to as many muggles as he wants to but why will the muggles accept?He doesn't have the power to compel them to accept.

I'm sure it would depend on the muggle. I'd have to go with Elephant as I hate seafood.
