Donald Duck. Specifically, Donald Duck in comic books, when written by the genius Carl Barks. DD may not be the BEST character, but the stories are so great that you can't help but love him - and hate him simutaneously.
If you have never read any of those stories, then you must. Get ahold of a reprint of "Only A Poor Old Man", a wonderful Uncle Scrooge-Donad Duck book. Or most any copy of Walt Disney's Comics and Stories. Bark's stories are very funny, seldom dumb, and very well written. Many large libraries have copies of anthologies of Duck comics from the past, and those are very good too.

I'm a huge Tigger fan. Why? Because no matter the situation, the mood, or the danger, Tigger attacks every problem with enthusiasm, a positive attitude and a happy thought that the answer is just a BOUNCE away!

Donald Duck, becuase even when he is mad, he is still a likeable character. Also, he walks around all day without any pants on.
