Probably Bush's propaganda minister, Karl Rove, since he can take any sin by the administration and have the sheepish public overlook it. I swear if Satan had a PR representative as savvy and cunning as Rove, God would be the villain in all of our religious texts.

George Bush, followed closely by Dead Eye Dick Cheney. Sort of like Bat Man and Robin. Only Bat Man is on the side of good and the other two are on the side of evil.

I would vote Rumsfeld. He has been in the game a loooong time. He was President Fords Chief of Staff, 32 years ago!!!!
"Henry Kissinger describes Rumsfeld as the most ruthless man he ever met (and this is a guy who met Mao Tse-Tung and Augusto Pinochet, not to mention himself)."

If he's grouse hunting in the morning, it's Cheney and his shotgun.
After the bars close, it's Congressman Patrick Kennedy (or his uncle).

It's not one guy, it's the "Gang":
Bush, his boss (the invisible man behind the idiot, as yet unamed. Many think it's Cheney, I say maybe not. maybe Coors, DuPont, ????),
Cheney,
Rummy,
Rove.
