Last night one of my co-workers mistakingly left his cell phone in the cafeteria. When he realized what he had done and went back for it, the cell phone was gone. He immediately found the cleaning lady and asked her if she had seen his cell phone. She replied no and explained that she hadn't been in the part of the building . However, after asking around, some of our other co-workers reported that they had in fact seen her cleaning in the cafeteria following the break. Realizing that he had been lied to my friend and another co-worker went to her car and dialed his cell phone number, and sure enough, his cell phone was indeed in her car ringing away. To make a long story short. My friend reported the incident to his supervisor, who then approached her about the situation. As an end result my co-worker got his phone back and the cleaning woman was immediately terminated. My friend called the police and reported it stolen. Is she a thief or just a dishonest person?

She is a thief and dishonest.
Your friend was clever in going to her car.
I had a camera stolen by a cleaning person at a school. The camera had pictures of my daughters last high school swim meet on it. They would never admit it and got away with it though I am certain that the janitor is the one who has the camera.

Based on your side of the story only, I woud say she is dishonest but not a thief. She did not steal the phone since it was left as abandoned property when your friend lost it.

I think she is a theif. She took something that did not belong to her.

If you leave your car keys on the table, that does not give someone the right to take your car. The same goes with a phone. If she had mistakenly swept the item in with the trash, and lied about it because she was scared, that would be different, but she took something she knew belonged to someone else.

Both.

My understanding is a "thief" takes things without permission of the rightful owner. That is what she did. And she lied about it, making her dishonest as well.

I wonder why you differentiate "thief" and "dishonest." They are the same. Either term you choose to use definitely applies to this woman.
