John F. Kennedy established The Peace Corps by executive order in 1961. The order was approved by Congress as a permanent, U.S. federal agency within the State Department. Robert Sargent Shriver was appointed the first director of the U.S. Peace Corps in 1961.

I don't know who started the Peace Crops but JFK started the Peace Corps as a senator in 1960.
