New York City of course!. It's very cheap to lease office space there.

Some place with a relatively low cost of living, whose local taxing jurisdiction is willing to give strong tax break incentives for a company to relocate there, and that already has a population from which you can hire relatively inexpensive labor.
I live in San Antonio and I think these factors are why Toyota is building a new plant here.

Chicago, because it's up in coming in popularity now and everyone wants to be there.
