Don't know where you got this idea from but I believe it is False.
No, loose mens briefs do allow better air movement around the scrotum, gives more room to allow the testicles to rise/lower depending on temperature in groin area.

No Vagina size is fixed and hereditary.It has no effect on scrotum size.Too tight pants may be painful.
