Well, Carlos 'Pibe' Valderrama had great control over the ball but not so much speed and he was considered one of the best players in his time. Zinedine Zidane has great control over the ball as well and even though he was not as fast as he was back in 1998 he managed to impress the world with his skills and earned him the Golden Ball.

The Japanese are considered to be very fast but they don't have much control over the ball.

So I would say control over the ball is more important but if you have speed as well, even better!!!

Well, it's helps if you are fast, but you don't have to be if you have balance and good ball control, because then you'll have more time to do things with it than if you didn't have those things. And since you'll have more time, you don't have to be fast to rush to the ball because you'll already have had a good touch. If that makes sense. LOL
