The cord string that extends and retracts the blinds came detached. I am only able to retract the blinds, but not extend it with the string unless I pull on the blinds manually. The rotation of the blinds work.

Open the blinds to about the halfway point. The string that opens the blinds is attached to a bracket, you should see it in the guiderail, above the blind you are using to close them. There should be a second bracket, or second side to that existing bracket, that will take the string to close the blinds. First, you need to feed the string up thru the end of the bar, over the little guide pully. Then bring it across the rail to that bracket, and tie it off.

Blinds are not that costly so i would recommend you to go for new ones. At Blind Depot they have all Hunter Douglas products and at reasonable price. Here's a link to there website hope this helps:
