If you are a cow or horse with typing ability then yes a farmer or jockey is aloud to touch these designated areas and it's okay. Otherwise a bit dodgy.

Does he do it to anyone else? Firstly let him know politely the next time by moving way. Make sure whoever is there will be a witness for you. Keep a diary. Next time make a joke and move away. Third time just ask him not to do it. Fourth time contaxct your union or HIS boss. All this time you collect evidence as you could have to go to court and they expect a detailed diary plus witnesses...its a man's world so you have to play ghe game or lose.. Nothing beats evidence!

It is harassment. tell him in a polite way that you do not appericiate what he is doing. Write down in a diary when ever he touches you. the time the date what you were doing and who you told in the office. as much detail as you can.
My guess is that when you tell him not to do that he will say he does not mean anything by it. you have to tell him to stop.
He might even tell you that if may even sack you.Tell some one in the office as to what is happening.Should it get out of hand and goes to court you will have witnesses.

Yes it is for a creep who sexually harasses you.
Don't let it go too long for he might think you like it and then wont stop before its too late
But if you enjoy it (I dont know if you do or dont, you didnt say) its ok

Absolutely not, a teacher of mine used to do this and he got fired. Make sure you have witnesses when he does it. keep count how many times he does it and write it all down. tell him you find his actions offensive and take it from there.
