Cows generally come 'home' at about the same time each day. Milk cows for instance, come in at milking time and cows used to getting grain at a certain time will come home for the grain. Cows also usually come to water in the mid to late afternoon.
The phrase is based on the fact that no matter when the cows usually come 'home', if you count on them to do so, they will not. The phrase just means that you might talk about something for a long long time unless you 'go out and get the cows' or do something to end the conversation.

Cow usually graze out in the field as long as 2-3 days. When they get thirsty/hungry, they walk in a straight line towards their water/food bins.
So if you have until the cows come home, you have that long...

The cows come home when it is time to be milked. They seem to know and line up at the barn door. When the farmer opens the gate, they each go into their own stall. They are not dumb animals!

If the cows are not milked in time, you know, when farmers usually wake up at their regular 4AM alarm, their udders get so full that they hurt the cows, so they will wander the farm until they get to the house where the people live and moo loudly until they get milked.

Twice a day at milking time! here in the UK that would usually be around 6-7am in the morning and again at 6-7pm

They come home at dawn, when they need to be milked, otherwise, they'd stay out in the fields all night if they could.

When its milking time, usually around 4.30 - 5 ish. Or knocking off time at work. E.g. we could sit around and talk about this instead of doing anything at work.
