You've got permission issues. Either you're not supposed to be in there or you need sign in with an admin account and adjust your regular account's permissions.

you probably need to adjust the user accounts restrictions in the control panel. It sounds like you have a login issue that's keeping you from changing anything on the hard drive. Click on change an account in the user accounts window and change the account to administrator so you can access anything on the computer. That should work.

you are logged into your XP as a limited rights user. Software installations and many file accesses require the administrator or poweruser to be logged in.

It can most possibly be that you are logging on with an account that does not have administrator rights. Kindly try to logon with and administritive account.

Possibly another user has not logged out, and they have the file open in their account.

you need to be logged on as the Administrator, if you already are then someone hacked in and locked you out.

restart you computer and log into safe mode and see if you can get to where you can change a lost password.

good luck :)

Would this be a dell PC?? Permission issues sounds right, but is it with you or dell's programs????
