Starting from before the person has any awareness or interest in politics, what are the determining factors?
Family? Friends? Role models? Income? Schooling? Popular Entertainment? News stories? Psychological factors? Experiences?

How they were raised or later maybe where they went to school.

Political socialization is the process by which parents, peers, relatives, and other people teach children about political beliefs, values, and attitudes. Children can learn these things in many places; home, school, the neighborhood, playground or other places. Political socialization not only helps people find their group identity, it also influences how the person views politics. The home is the first place where political socialization occurs. Our parent’s demographic is a key factor in what we come to believe and accept. Demographics are the characteristics of the population a person lives in. Class, occupation, and standard of living are all part of this. People in certain demographics tend to gravitate towards certain ideas. Although what an individual’s peers believe and what their parents believe may differ, usually it is similar because a person’s peers typically come from the same demographic. The second place where political socialization takes place is school.

I think all of those somewhat influence a person. Some people drive you away from certain views, and others push you towards your view.

The same things that guide a person's humanity. Morals, (or the lack of them). Guiding principals. Conscience. Empathy for others. Courage.

Age and wisdom and whether you work for the government or not.

But in the end it doesn't ******* matter because one just borrows and spends, whereas the other one taxes and spends.
