I don't know how to change it, and I think it goes by the father. Is your dad white? Mine is, and my mom is hispanic. I'm a pretty even mix between the two of them, so it's either hard to tell I'm part hispanic, or very easy. Just let your folks know you want your birth certificate to reflect both of your cultures. I'm sure they'll help you.

Sociologically speaking, race does not exist. The more we make it exist, the more racism there will be. I don't have an answer as to how to change your birth certificate, but I would like to ask you why it really matters. What is it that you want on it? Do you want percentages? Do you want both? Do you want just Hispanic? To what end?

Tell your parents you want to change it and then work it from there... you may have to go to a government office.
