I like TSR (the Sims Resource), but their best stuff is pay only. They do have some really cute free stuff. So does modthesims2, and parsimonious. Good luck!

My favorite site for downloads of any kind is: http://www.modthesims2.com/ , they have just about anything you would want. You have to register to be able to download, but it is a free registration. Under the downloads section you just have to click on body shop and then hair. When you download the file, it should say if you need to download a mesh for the file or if the mesh is included. Just make sure to download the mesh if it isn't included or you won't see the hair. Hope this helps.
