It is more how tall you are than how old you are. But if you are a little overweight at 13 and your growth spurt(s) have not come, you might have that type of hormone and you might just be eating like you're getting taller and the other hormones that actually make your bones fuse together and make you taller are not active yet. Assuming that is true, don't worry about it, it should balance out in time.

No because you are growing and are in a growth spert. You need the weight so you balance out when your heighth kicks in. Good luck
