Dogs have better saliva than humans and it makes their mouth more sanitary. However, it still depends on on what the dogs are eating. If dogs and humans eat the same things, a dogs mouth would be more clean. however, if a dog eats a lot of dead animals or other nasty things, the whole theory goes out the window.

No, dogs lick everything and some eat EVERYTHINg, if you know what I mean.
