How do people vote on which of the answers to your question is the best?

I know we can pick the best answer ourselves but, how does evryone else vote for them? Is it if we don't pick one, it's left to everyone else?

Yes if you don't pick one then everyone else can vote for one.

on the hompage, it says vote for undecided questions
