You can use it when you arrive and also when you go away
It is an italian word, and italian language. Maybe it's used even in Spain but it's not a spanish word; the correspondent in spanish is ''Ola''.
if you are english you pronounce ''chow'' with the O closed.

P.s. Ciao is also the name of a kind of motorbike, obviously made in iyaly!
