Sounds like a bad case of limescale. If you haven't tried a limescale remover then try that, make sure you repeat application several times a day and scrub with wire wool if it doesn't work the first time. Do wear gloves, the chemicals plus metal scourer are a bad combo. I know.
If you're in the US then Sno-Bol is fab for cleaning just about anything toilet related. I don't know what they put in there but it burns if you breathe in the vapours so be careful!

Might be a calcium build up. For most things like that, I've found that a lava stone work pretty well. Wal-mart usually carries these in either the bathroom cleaner or plumbing aisle. They are also used to clean outdoor cooking grills. Might be located around them somewhere. Don't scrub too harshly with it, though. It could scrape or scratch the porcelain. Hope this helps.

Please do not chip on a toilet bowl with a hammer and screw driver. If the bowl cracks, as they often do, you will have a flood. If the bowl is that bad, a new one is in order. You can buy a "toilet in a box" from Home Depot for about 79 dollars. It comes complete. From a general contractor.

Pour some baking soda in the water and then pour some white vinegar in there. It will start to bubble up, but it will help loosen whatever is in there. Use the brush also to help clean it. You may have to do this a couple of times depending on how bad it is.

Have you tried one of those metal scrubbers that you use on the dishes. (of course don't reuse the scrubber) I use it to clean all of the bad hard yellow stuff on it. It did leave a gray mark on it but not too bad. Use latex rubber gloves to prevent from getting germs all over your hands ewww! Good luck!
