If you want to do it yourself then:

First step, learn html and css - www.w3schools.com

Second step, purchase or use a fairly good image creation program. You can get Photoshop elements for around $100 on the web. Otherwise Dreamweaver/Fireworks works great.

or Second Option, plan B, purchase a template from www.templatemonster.com or similiar site.

Third step, purchase a web host and domain. GoDaddy has real nice server spaces and cheap cheap prices starting from $3 a month.

Even though web hosting companies offer "easy" and "neat" tools to build a free website, anyone who has a website should at least know the basics of how it works, aka, HTML. HTML is real easy to learn so don't be frightened by it.

Otherwise, expect to pay anywhere from $500 to $5000 for someone else to design and host your site.

To succeed at your on line business (whether you are selling your own product/service or are selling for other merchants as an affiliate), you need a website created just for that - a simple, focused site. Your website should be easy to build, maintenance-free, low cost, credible, and a powerful traffic-builder and customer-converter.Make your website interactive. Add feedback forms as well as email forms that allow your prospective customers to ask you any questions they might have pertaining to a product.FOR SUCCESS BUSINESS NEVER GO TO FREE HOSTING.
any way try this site its great.
