Have a sit down when you are NOT upset at the moment and make sure it's a quiet day, no distractions allowed. Then do what I did, give him some bills, totally for him to pay. When or if you lose a commodity then tell him he should have paid the bill.
Or better yet, put some bills in his name. Then he gets the bill collectors calling, not you in the event he doesnt' pay them on time.

What I would do is put all your bills on paper with the total amount then divide. Guys need to see everything in front of them. I did this with my ex every time he asked about money things. I could point out anything I needed to. It worked great. He could see very plainly what I was saying and why.

Start asking him for money or to fill up your vehicle with gas of course. And when he ask you what happened to all your money tell him. "Since I pay the majority of the bills I am strapped for money. So from now on we will start paying half of all bills right down to the penny." That worked for me during two relationships.

Give him the bills and tell him he needs to pay them. They aren't going to pay themselves and he don't need to be getting any funny ideas that you're going to pay all of them.
