You talking racing kart or playing-around kart? Racing karts commonly go 50-70 mph (even for 14 year olds). My 10 year old races and they go 50+ every race, and the adult classes that I race are 60-70 mph. Racing karts are going to run you about $2500-3000 to get started in. Visit www.gokartracing.com for more info. If you just want a play kart, I'm not real informed on those.

49cc is the engine size but I'm not sure if that considered suitable for a kart. Look at it in terms of road cars, that can commonly be described as having a two litre engine has around 2000cc (give or take).

The karts i went on recently had a 'claimed' top speed of 45mph but I would say 30 is plenty for a 14yr old.

Also, is it a track kart? (does it have smooth tyres and is it low to the ground?) if so I'm not too sure how it would run on a field, might be best doing a search for local karting track near you to see if you could take the kart there, as for the legalities of driving on council property I'm unsure but would say that your local council probable wouldn't like it.

Probably had a Honda GX300 series engine or a Briggs&Scrappem
About 10~14hp but can be governed for lower rpm/speed.
the 49cc is probably too small size wise, 106cm is just over 3ft 4in
long. cart he used was probably 5ft long or little more for stability

Sounds a bit small for a 14 year old, but maybe he's a little guy.

In which case it sounds fine.
