It's asking for the value of x in the equation

8^x = 1/16

Both 8 and 1/16 can be written as powers of 2: 8=2^3 and 1/16=2^-4. So we have

(2^3)^x = 2^-4

or

3x = -4

log_8(1/16) = x

Change to exponential.

8^x = 1/16

Write the 8 and 1/16 in terms of 2.

8 = 2^3
1/16 = 2^-4 (the negative 4 takes the number out of the denominator)

Now, you have:

2^3x = 2^-4

Since both sides are equal, with the same base, you have to assume the exponents are equal.

3x = -4
x = -4/3

So, log_8(1/16) = -4/3
