Yes. They are like humans in that they will not eactate without pregnancy unless you inject them with a whole lot of hormones, which would cost more than the milk coming out.

Well they have to breed once then as long as the milk is leaving it's body will keep making it.

Unless they have a way of tricking the cow's body into believing she has already bred, she will have to breed.

Milk is there to feed their babies.
