Many people sang the song now who wrote it would be different. That production has been going on in Broadway for years. So countless people have. George M. Cohan originally wrote it for the Broadway play. :-)

Well, several people, but I think you're referring to James Cagney. He played the part of George M. Cohen in the film.

George M. came from a family of performers and he was not only a performer but a writer and musician. I believe it's from the Show "Yankee Doodle". George M.'s songs were sung during the turn of the century (1900), WWI, and WWII (and are still loved today).
