I know the guys you mean but I can't remember their names either. Might Google them to find out later. In the meantime, the research has gotten nowhere, publicly. Nothing has come from their findings. However it wouldn't surprise me in the least if the military and certain private corporations have taken it on themselves, and kept it secret. The same old guys who have been doing this sort of thing for the last 60 years.

Maybe if you cited some reference the mechanics among us would have something to chew on. As your question stands right now it sounds like some British Engineers never heard of conservation of momentum. Conversion of angular momentum to translational (sometimes called linear) momentum is a forlorn hope.
