It has a long white body and tail of 1.5cm, with light and feather looking white wings, 4 legs and the head is arrowshaped with two small dark eyes and two long brown pieces from the underneath neck, what is it, i first thought it was a moth but is more unusual than that it is pure white colour.

I think what you are refering to is what is commonly known as a Plume moth, they are very common, yet not incredibly diverse. They have a characteristic "T" shaped body.
I attached a photo of one, that somewhat fits your description. I hope that is it, if not, then check out plume moths on the internet, maybe in yahoo or google images. But the typical "T" shape is characteristic of this family of moths!

Actaully after giving it some thought last night, I think what you may have actually seen was a Mayfly (order: Ephemeroptera). They are very common. It was actually my first guess, but the white wings threw me off, but I figured hey, maybe you meant see through wings. I attached a picture of a mayfly down below, I think it may be what you saw!
Mayflies are very common all throught he summer months, they emerge in vast numbers to breed, they have aquatic nymphs that are actively feeding on algae, but the adults dont even feed when they emerge. They actually dont even have mouthparts, or a mouth for that matter! The latin word Ephemeroptera, roughly translated means "short time on the wing" this is true since the adults usually only live from about 1-3 days!

If it is not one of those two things, then I am out to lunch on this one! Hope these images help, it may not be the exact species that I posted the image of, but if they are similar in structure, then they are probably within the same family at least and are closely realted and will go by the same common name! Hey thats cool! My mom and I saw the same type of moth and I took a pic of it but couldnt find out what it was and I had forgotten! I am glad you asked this question because it solved my mystery too!

It is most likely a meal moth. You said that it had four legs. All insects have six, so take another look.

That is a skipper. It is a close relative of the moth and the butterfly.

If the wings are see-through it could be a 'lacewing'.
