The foreskin is the skin that rolls over the penis, to protect it. Some men find they get infections under it or find it splits due to infection, and the way to relieve this is to have the foreskin removed (circumsision).

The scrotum is the skin which contains the testicles to keep them warm.

Hello:
The foreskin is the skin overlying the head of the penis in uncircumcised men. That foreskin tends to pull back as you get an erection to expose the head of the penis. I think that floppy bit of skin you are talking about which is on the underside of the penis just where the head meets the shaft is a remnant of foreskin. I am not sure what you are referring to so I took a best guess at it. Circumcision is like clothing. It comes in and out of favor over the years. And it is also cultural. Jewish people and a lot of white americans are circumcised. In the hispanic and black cultures, also the European cultures almost no one is circumcised. It doesnt matter either way as far as health goes. As long as you keep the foreskin clean daily there should be no problem. There have been some studies, albeit not very well run studies showing that not being circumcised increases your risk of cancer of the penis known as Bowen's Disease. Some say that being circumcised reduces the pleasure of sex. Now how would they know if all they ever knew was one way or the other.
Anyway, I hope this helped answer your question and alleviate some of your concerns.
Regards,
Warren Shaffer, M.D.

The foreskin or prepuce (a technically broader term that also includes the clitoral hood, the analoguous structure in women) is a retractable double-layered fold of skin and mucous membrane that covers the glans penis and protects the urinary meatus when the penis is not erect. Almost all mammals have foreskins, although in these non-human cases the foreskin is usually a sheath into which the whole penis is retracted. Only monotremes (the platypus and the echidna) lack foreskins.[1]

In humans, the outside of the foreskin is like the skin on the shaft of the penis but the inner foreskin is a mucous membrane like the inside of the eyelid or the mouth. Like the eyelid, the foreskin is free to move. Smooth muscle fibres keep it close to the glans but make it highly elastic.[2] At the end of foreskin there is a band of tissue called the ridged band which, according to one study, is rich in nerve endings called Meissner's corpuscles[3] The foreskin is attached to the glans with a frenulum which helps retract the foreskin over the glans.

In children, the foreskin covers the glans completely but in adults this need not be so. In a German study,[4] found that about 50% of young men had full coverage of the glans, 42% had partial coverage, and in the remaining 8%, the glans was uncovered. After adjusting for circumcision, he stated that in 4% of the young men the foreskin had spontaneously atrophied (shrunk).

Development
Eight weeks after fertilization, the foreskin begins to grow over the head of the penis, covering it completely by 16 weeks. At this stage the foreskin and glans share an epithilium (mucous layer) that fuses the two together. It remains this way until the foreskin separates from the glans.[5]

At birth, the foreskin is usually still fused with the glans.[6] As childhood progresses the foreskin and the glans gradually separate, a process that may not be complete until the age of 17.[7] A Danish survey reported that average age of first foreskin retraction in Denmark is 10.4 years.[8] Wright argues that forcible retraction of the foreskin should be avoided and that the child himself should be the first one to retract his own foreskin[9] Premature retraction may be painful, and may result in infection.

The foreskin is the skin that tends to cover the end of your penis - let's face it other people have beat me to it in giving you a good description.

I will add to the comments that it is very concerning you don't know your own penis – or even if you were not male still very concerning that a person does not know this.

I will also add some web sites about penis anatomy;

http://www.cirp.org/pages/anat - Anatomy of the penis.
http://circumstitions.com/Works.html - How foreskin works.
http://www.foreskin.org - Foreskin photos.

http://www.altpenis.com - Penis information.
http://www.the-penis-website.com - The penis & male sexuality.
http://www.erectionphotos.com - Penis photos.

[Excuse the fact some of these advertise penis enlargement, this sickens me as much as seeing breast enlargement adverts on women's health sites, but alas I don't see a load of feminists objecting to this treatment of men]

Books I'd also suggest, more for the sake of penis understanding and appreciation;

Talking **** by Richard Herring
Dick: A User's Guide by Caroline Costa
The Penis Book by Joseph Cohen
The Book of the Penis by Maggie Paley

[For the simple reason that the penis is a great thing, everyone should know about it and appreciate it, particularly if you have one yourself you have to take care of]

Its the skin that when you pull back it reveals your bulbous end and covers the entire length of your penis. Your scrotum is the sack which holds your testicles.
