when I was little my best friend was from Korea and she used to watch this movie about blue vampire that hopped with their arms straight out and to stop them you had to put a piece of paper on its forehead. I know this sounds weird but I cant remember the name of it. Gonshies maybe? or something. anyone know?

Yup, they're called gangshi (singular) and I've heard they're originally from China. Here's a website about other Korean movies (it's in English):

I do not think it's Korean vampire movie. Actual movies are derived from China, to be exact... most them are actually from Hong Kong. Kang-shi or Gang-shi is actually Korean translated term for it. Actually term in Chinese is jiangshi, meaning stiff or harden corpse. Notice how they hop around because their body got stiff to walk like zombies that we know. By the way they are actually more like zombie than vampire. It's just adaptation of westernized vampire movies. Pretty much that ones that you saw are korean translated Chinese movies. You should look up word "jiangshi" maybe you can find some movies either english dubbed or subtitled.

yeah,,
coz i was one of them who watched,,
it's called kang-shi or gang-shi in korean,,
but i think it was from china or somethin,,
coz in order for them to stop the good pep
have to stick these things called bujok (paper with the talisman)
on their forehead for them to stop moving,,
