You're kidding... right? I would HOPE you know the answer and just wanted to see if anyone else knows.

The first American President was George Washington
The last Czar of Russia was Czar Nicholas 2nd as there never was and never has been a KING of Russia... just the Czars which, I suppose, you could consider a King... but they were not called that.

John Hanson was the first president of the United States, under the Articles of Confederation. He served November 5, 1781 until November 3, 1782. (There were six other presidents under the Articles of Confederation.)

The last Czar of Russia was Michael, the brother of Nicholas -- who abdicated in his favour. Michael signed his own act of abdication, having been Czar from March 2 - 3 (old style) or March 15 - 16 (new style).
