You have rosacea. It runs in some families, esp. if your ancestors were from northern or Scandinavian countries. You can keep it under control by using a gentle facial cleanser (Cetaphil or Johnson's Baby Wash), avoiding sun, limiting caffeine and alcohol, etc. See your dermatologist...he/she can prescribe topical ointments and antibiotics that will help.

You must avoid all heat and the heat of the sun. Do not let the doctors tell you have just rosacea, which you could. Do not put antibiotic creams on your face if they give them to you, it will make it worse and thin your skin. Just avoid the heat and when you feel your face getting red and hot, spray it with a cool mist of water from a water bottle. Do not suntan anymore, not even with a sunblock. It will take about two years for your skin to heal. What you have is a mild version of erythema ab igne without the rash. Guys at work at the foundry where I used to work would have it all the time. If you wear moisturizings on your face, your skin will feel hotter and look more red, because of the oil in them. Look for only moisturizers like Aveeno with Oatmeal and apply lighly on cool days.

the redness in your cheeks may be a very common skin problem known as rosacea. here's a website that will give you info:

with the combo of redness in your skin, sensitivity, and excessive oil, i think everybody would recommend you pay a visit to a dermatologist. you may have one kind of skin problem that could be solved with 1prescription. or you may have several different things that need medicated cream or antibiotics. either way, consulting a professional on this one would be your best bet.
before you go, try to think of all the times it's extra red, or extra sensitive and be sure and let the dr. know. those types of details help them make a better diagnosis.

Use sun screen and use a base that is yellow I know it sound weird but it really works to even out skin tone and Models prefer has one in powder that works great it will help with your oily skin also.

Well for a start I would keep out of the sun and see
a dermatologist you might have a skin condition called
rosacia or something like that - just means broken
capillaries on the skin surface. ;)
