Try using tea bags soak them in warm water than take them out and set aside to cool than place them on your eyes for about 20 minutes or try EyeBryten, you can get it at your local CVS, Eckerd, Walgreens, etc.... A friend of mine used it and had great results it cost about $25.00

It depends how much makeup you have on. I generally always have a small undereye circle, to compensate I try to blend my makeup in order to give my face a consistant look. It depends on the severity of it though.
