I don't know of any country doing such foolish acts. Well, if India was being ruled by Musharaff the he might have done that but you know India is a democratic country and we don't have place for such thick head dictators like him. Your questions holds true if you consider him, as he almost put his country into a suicidal war with India by trying the Kargil thing.

I don't think so. Probably it's just an envy of other nation that somehow put them to action in terrorizing other countries.
