When I moved into a place where there was a lot of white paint on the red capet I used a very sharp small scissor and snipped off the carpet fiber just below the paint splat. It takes some patience for one session of clipping but I had a nice looking carpet for the years that I was there.

You could try an organic solvent like turpentine ... However, your carpet is probably not colorfast enough to take it without it bleaching out the carpet. I think you might be stuck with paint splotches on your carpet, unfortunately.

You might try GoofOff or Oophs. They are both suppose to remove latex paint. I know they work on wood.

If it is water based and recent it may come off with soap and water or with a steam cleaner.
If it is oil based, you may have a permanent stain.
