when transfering used tires, from one rim to another, to be used on a different vehicle than which they were installed originally, i have noticed a large percentage of them returning with seperated belts on the inside and some have blown completely out. is it something to do with them being transfered or is it just coincidence that this is happening?

Usually there is not a problem. If the tires came off a wreck there could be problems if that tire was impacted.
Sometimes if a tire has been running in a certain position on a car and is installed in a different position or the rotation reversed the belts could separate.

Tires are not completely interchangeable. When you look at a tire, there is a long number like P205/70R16 that tells you several things about the tire -- the "profile," the depth, and the radius. The only time you can safely take the tires off one car and put them on another is if that long number is a perfect match for the tires on both cars. If not, you risk damage like separating belts and blowing the tires because they're "wrong" for the car.

If they fit the rim then yes they can.
